Phase 2 Lucky Draw Details

Eligible Participants of the Phase 2 Lucky Draw must be Hong Kong residents who have received at least one dose of the COVID-19 vaccine in Hong Kong on or before 30 September 2021 , while those who have already been vaccinated are also eligible to participate. Participants may register for Phase 2 Lucky Draw from 9 a.m. on 2 September 2021 to 5:30 p.m. on 30 September 2021 via the Lucky Draw website.

Lucky Draw ambassadors are available to help the public with online registration at designated counters at selected properties (click here for details) across Hong Kong.
Participants who have registered for the Phase 1 Lucky Draw as Hong Kong permanent residents but did not win the grand prize will automatically be enrolled for the Phase 2 Lucky Draw, with no additional registration required.

Phase 2 Lucky Draw winners will be randomly drawn at 12:00 noon on 7 October 2021 by a specialist computer system designed by an external service provider, Ernst & Young Advisory Services Ltd. 

The result will be announced on the Lucky Draw website on the same day, and will be published in local newspapers, The Standard and Sing Tao Daily, on 13 October 2021. All winners will be notified individually via telephone and SMS to the mobile phone number given at registration. Two independent auditing firms, namely PwC HK and KPMG will be performing procedural checks on the key processes and systems controls relating to the Lucky Draw. The draw will be witnessed by a representative of Woo Kwan Lee & Lo, the legal advisers of the Lucky Draw's organiser.

Brand-new one-bedroom residential apartment at Grand Central

If 5 million of the Hong Kong population receive at least one dose of the COVID-19 vaccine in Hong Kong by 30 September 2021, Phase 2 Lucky Draw will offer the Grand Prize. Hong Kong permanent residents holding a valid Hong Kong Permanent Identity Card (‘Permanent Residents’) who shall have attained the age of 18 on or before 30 Septemebr 2021 are eligible to enter Phase 2 Lucky Draw for the Grand Prize - a one-bedroom residential apartment (Unit K, 43/F., Tower 5, Phase 2, Grand Central (凱滙), No. 33 Hip Wo Street, Kwun Tong, Hong Kong), with a floor area of approximately 468 square feet and a value of approximately HK$12,000,000. Any Hong Kong stamp duty, registration fees and solicitors' fees involved for the winner to receive the Grand Prize, and the first year management fees in respect of the grand prize, will be solely and fully borne by the Sponsors.

2Twenty Scholarship Prizes

A Value Of HK$200,000 Each

The scholarship prizes will be offered regardless of the vaccination rate in Hong Kong. Hong Kong residents holding a valid Hong Kong Identity Card (Permanent Residents and Non-Permanent Residents) who shall be aged 12 or above and below 18 on 30 September 2021 are eligible to win one of the twenty scholarship prizes, in the form of a pre-paid card or credit card with a value of HK$200,000 each. Such pre-paid card or credit card will be issued to the winner’s designated parent or guardian unless the winner has attained the age of 18 at the time of redeeming the Scholarship Prize.

The above participants must obtain their parent’s or guardian’s consent for their enrolment.

General FAQ


The Lucky Draw is to support Hong Kong SAR Government's COVID-19 vaccination programme.
  • The Phase 2 Lucky Draw is organised by Lucky Vantage Limited ("Organiser"), which is a subsidiary of Ng Teng Fong Charitable Foundation Limited.
  • The sponsors of the Phase 2 Lucky Draw prizes are Ng Teng Fong Charitable Foundation Limited, the philanthropic arm of Sino Group, and Chinese Estates Holdings Limited ("Sponsors").

The Phase 2 Lucky Draw is open to the following individuals:


(a)
individuals who fulfil all the following requirements (each, a “Grand Prize Eligible Participant”) will be entitled to participate in the Phase 2 Lucky Draw for the Grand Prize:
(i)
he/she is a permanent resident of Hong Kong holding a valid Hong Kong Permanent Identity Card ("Permanent Resident");
(ii)
he/she has, or shall have, attained the age of 18 on or before 30 September 2021; and
(iii)
he/she has or shall have received at least one dose of the COVID-19 vaccine under the COVID-19 Vaccination Programme (the “Vaccination Programme”) implemented by the Hong Kong Government on or before 30 September 2021. The vaccine must be received in Hong Kong; and
(b)
individuals who fulfil all the following requirements (each, a "Scholarship Prize Eligible Participant") will be entitled to participate in the Phase 2 Lucky Draw for the Scholarship Prizes:
(i)
he/she is a Permanent Resident or a non-permanent resident of Hong Kong holding a valid Hong Kong Identity Card (“Non-permanent Resident”);
(ii)
he/she shall be aged 12 or above and below 18 on 30 September 2021; and
(iii)
he/she has or shall have received at least one dose of the COVID-19 vaccine under the Vaccination Programme on or before 30 September 2021. The vaccine must be received in Hong Kong.

Relevant staff members of Sino Group and of its agents and advisers who are involved in the design, operating and execution of the Phase 2 Lucky Draw campaign are not eligible to participate in the Phase 2 Lucky Draw.

The winner of the grand prize under Phase 1 of the Lucky Draw organised by the Organiser to be drawn on 8 September 2021 (the "Phase 1 Lucky Draw") is not eligible to participate in the Phase 2 Lucky Draw. Winners of the second prizes under the Phase 1 Lucky Draw are eligible to participate in the Phase 2 Lucky Draw if they fulfil the requirements set out above.

  1. Grand Prize – a one-bedroom residential apartment (with a floor area of approximately 468 square feet and a value of approximately HK$12,000,000) at Unit K, 43/F., Tower 5, Phase 2, Grand Central (凱滙), No. 33 Hip Wo Street, Kwun Tong, Hong Kong. The winner of this prize must be a Permanent Resident of Hong Kong who has attached the age of 18 on or before 30 September 2021. The winner of the Grand Prize will only be drawn if five million population have received at least one dose of the COVID-19 vaccine under the Vaccination Programme on or before 30 September 2021, based on the information published by the Hong Kong Government on 30 September 2021.
  2. Twenty Scholarship Prizes – a scholarship each in the form of a pre-paid card or credit card with a value of HK$200,000. The winners of the Scholarship Prizes must be Permanent Residents or Non-permanent Residents of Hong Kong who are aged 12 or above and below 18 on 30 September 2021. Unless the winner has attached the age of 18 when redeeming the prize, the pre-paid card or credit card will be issued in the name of the winner’s Designated Parent / Guardian (as defined in the answer to General FAQ 14 below). The winners of the Scholarship Prizes will be drawn regardless of the vaccination rate.

The winner of the Grand Prize will only be drawn if five million population have received at least one dose of the COVID-19 vaccine under the COVID-19 Vaccination Programme implemented by the Hong Kong Government on or before 30 September 2021, based on the information published by the Hong Kong Government on 30 September 2021.

  • Registration must be made via https://www.vaccinationluckydraw.hk, which opens from 9:00am (HK Time) on 2 September 2021 until 5:30pm (HK Time) on 30 September 2021.
  • However, participants who have enrolled for the Phase 1 Lucky Draw as Permanent Residents will automatically be registered for the Phase 2 Lucky Draw in respect of the Grand Prize with no additional registration required.
  • For the avoidance of doubt, participants of the Phase 1 Lucky Draw who are Non-permanent Residents and are aged 18 or above will not be eligible to participate in the Phase 2 Lucky Draw unless they have become Permanent Residents by 30 September 2021 and have completed the registration procedure for the Phase 2 Lucky Draw via https://www.vaccinationluckydraw.hk during the Registration Period.
  • Lucky Draw ambassadors are available to help public with online registration at designated counters of the following ten properties (see appendix):

No. Eligible participants of the Phase 2 Lucky Draw must have received at least one dose of the COVID-19 vaccine in Hong Kong under the Vaccination Programme on or before 30 September 2021.

  • Non-permanent resident of Hong Kong holding a valid Hong Kong Identity Card, and aged 12 or above and below 18 on 30 September 2021, is eligible to participate in the Phase 2 Lucky Draw for one of the twenty Scholarship Prizes each in the form of a pre-paid card or credit card with a value of HK$200,000.
  • At the same time, you have to meet the other requirements stated in answer 2(b) of General FAQ 2.

Yes. You may be eligible to participate in the Phase 2 Lucky Draw for the Scholarship Prizes if you also meet the other requirements stated in answer 2(b) of General FAQ 2, but you are NOT eligible to participate in the Phase 2 Lucky Draw for the Grand Prize.

No. Eligible participants of the Phase 2 Lucky Draw must have attached the age of 12 on or before 30 September 2021.

All data collected during registration will be (i) only used for all purposes relating to the Lucky Draw, (ii) properly stored and encrypted by a specialist computer system designed by an external service provider, Ernst & Young Advisory Services Ltd., and (iii) destroyed 45 days after the campaign ends.

Information (including personal data) collected during the Lucky Draw campaign may be disclosed and transferred to the data processor or other agents of Organiser who are engaged in relation to the conducting or monitoring of the Lucky Draw for such purpose and on a need-to-know basis only, without the relevant participant's prior consent.

Each Winner, and the parent or guardian of each Scholarship Prize Winner, are deemed to have agreed to the Organiser's disclosure of the Winner’s Hong Kong Identity Card number to the Hong Kong Government for verifying his / her vaccination status.

The Grand Prize Winner is required to prove their eligibility to the Organiser when redeeming the prize, including presenting their original Hong Kong Identity Card and (if required by the Organiser) the original hardcopy and/or electronic record of their COVID-19 vaccinations issued by the Department of Health of the Hong Kong Government. The Grand Prize Winner is deemed to have given his / her consent to the Organiser for verifying his / her vaccination status with the Hong Kong Government.

Each Scholarship Prize Winner is required to, when redeeming the prize, (i) prove their eligibility to the Organiser when redeeming the prize, including presenting their original Hong Kong Identity Card and (if required by the Organiser) the original hardcopy and/or electronic record of their COVID-19 vaccinations issued by the Department of Health of the Hong Kong Government; (ii) designate in writing one of his / her parents or guardians to receive the Scholarship Prize (the “Designated Parent / Guardian”); and (iii) be accompanied by the Designated Parent / Guardian and present relevant documentary evidence to prove their relationship (e.g. the original birth certificate of the Scholarship Prize Winner, or legal documents evidencing the guardianship), and the original valid identification document (such as the original Hong Kong Identity Card or passport) of the Designated Parent / Guardian. Consent of the Scholarship Prize Winner and his / her parent or guardian is deemed to have been given to the Organiser for verifying the Scholarship Prize Winner’s vaccination status with the Hong Kong.

If any Scholarship Prize Winner has attained the age of 18 at the time of redeeming the Scholarship Prize, he / she may, at his / her own discretion, elect to receive the Scholarship Prize in the form of a pre-paid card or credit card to be issued in his / her own name; and if he / she so elects, he / she is not required to be accompanied by his / her parent or guardian nor to provide the documents set out in (ii) and (iii) above, when redeeming the Scholarship Prize.

In respect of the Grand Prize, the winner is not entitled to nominate any other person to receive the prizes.

In respect of the Scholarship Prizes, each winner is required to, when redeeming the prize, designate in writing one of his / her parents or guardians as the Designated Parent / Guardian to receive the Scholarship Prize. The Scholarship Prize will each be in the form of a pre-paid card or credit card with a value of HK$200,000 to be issued in the name of his / her Designated Parent / Guardian. If the winner has attained the age of 18 at the time of redeeming the Scholarship Prize, he may at his / her own discretion elect to receive the Scholarship Prize in the form of a pre-paid card or credit card to be issued in his / her own name.

Any Hong Kong stamp duty, registration fees and solicitors' fees involved for the winner to receive the grand prize, and the first year management fees in respect of the grand prize, will be solely and fully borne by the Sponsors.

Relevant staff members of Sino Group and of its agents and advisers who are involved in the design, operating and execution of Phase 2 Lucky Draw campaign are not eligible to participate in Phase 2 Lucky Draw. Except for the above, other staff members of Sino Group and their family members may participate in the Phase 2 Lucky Draw if they satisfy all the requirements referred to in General FAQ 2.
